Avrupa’da Popülizmin Kaynakları Olarak Siyasallaşan Avrupa Bütünleşmesi ve Avrupa Birliği’nde Demokrasi Açığı

Avrupa’da popülizmin yükselmesi, popülist partilerin oy oranlarıyla sınırlı kalmamakta, onların öne sürdükleri programların hükümet siyasalarına aksetmesiyle ve Avrupa bütünleşmesine yönelik kuşkuculuğunun artması suretiyle de kendini göstermektedir. Bu çalışma, popülist siyasetin kaynakları olarak Avrupa Birliği’nin siyasal sistemini ve bu sistem içindeki demokrasi açığı tartışmalarını irdelemektedir. Bu irdeleme yapılırken bölgesel bütünleşme kuramları çerçevesinde siyasallaşma sürecinin ortaya çıkardığı dinamikler ortaya konmaktadır. Siyasallaşan Avrupa bütünleşmesinde Yeni-işlevselcilik, hükümetlerarasıcılık ve çok-katmanlı yönetişim kuramları ışığında iktisadi mülahazalardan ziyade kimlik siyasetinin önem kazandığı sonucuna ulaşılmaktadır. Kimlik siyaseti, dolayısıyla, Avrupa Birliği’nde egemenlik ve demokrasi açığı tartışmaları aracılığıyla popülizme kaynaklık etmektedir.

Politicised European Integration and Democratic Deficit in the European Union as the Roots of Populism in Europe

Rise of populism in Europe does not remain limited with voting rates of populist parties, though it stands out by means of both reflections of their proposed programs on government policies and the rise of Euroskepticism. This article investigates political system of the European Union and democratic deficit debates in this system as the roots of populist politics. During this investigation dynamics that the process of politicisation has induced is put forward within the framework of regional integration theories. In the light of neofunctionalism, intergovernmentalism and multi- level governance theories, it is concluded that not economic considerations but rather identity politics has gained importance in politicised European integration. Hence, identity politics form basis for populism through sovereignty and democratic deficit debates in the European Union.
