AVRUPA BİRLİĞİ’NDE BEŞERİ SERMAYE VE ÇEVRESEL SÜRDÜRÜLEBİLİRLİK ARASINDAKİ İLGİLEŞİM ÜZERİNE BİR SINAMA

Öz Bu çalışmanın amacı, Avrupa Birliği’nde beşeri sermaye ve çevresel sürdürülebilirlik arasındaki ilgileşimin varlığını 1990-2014 inceleme dönemi içerisinde araştırmaktır. Amaç doğrultusunda çevre parametresini temsil etmek üzere CO2 salınımı; beşeri sermaye parametresini temsil etmek üzere GSYH, ilköğretimde, ortaöğretimde ve yükseköğretimde okullaşma oranı, yaşam beklentisi değişkenleri kullanılmıştır. Uzun süreli dinamikler açısından ARDL Sınır Testi’nden ulaşılan bulgular, GSYH, yükseköğretimde okullaşma oranı ve yaşam beklentisinin uzun dönemde CO2 salınımlarının belirleyicileri olduğunu göstermiştir. Elde edilen bu bulguya göre; GSYH ve yükseköğretimde okullaşma oranındaki artışın çevre kalitesini olumsuz, yaşam beklentisindeki artışın ise çevre kalitesini olumlu etkilediğinin ampirik kanıtları sunulmuştur. Kısa süreli dinamikler açısından Hata Düzeltme Modeli’nden elde edilen bulgular, CO2 salınımı ile GSYH, yükseköğretimde okullaşma oranı ve yaşam beklentisi arasında kısa dönemde istatistiki olarak ve uzun dönem katsayıları ile aynı yönlü olarak anlamlı bir ilgileşimin varlığına işaret etmiştir. Ayrıca, hata düzeltme katsayısı kısa dönemli şokların ardından, uzun dönemli dengeden sapmaların bir dönem sonrasında %43’ünün ortadan kaldırılabileceğini açıklamaktadır.
