MALİ SÜRDÜRÜLEBİLİRLİK: OECD ÜLKELERİNE YÖNELİK PANEL VERİ ANALİZİ

Öz Mali sürdürülebilirlik, kısa dönemde ekonomik istikrar, uzun dönemde ekonomik büyüme üzerinde etkileri olan çok boyutlu bir kavramdır. Bu çalışmada mali sürdürülebilirlik seçilmiş 14 OECD ülkesinde 1980-2012 dönemi için incelenmiştir. Bu amaçla kamu harcama ve gelirleri ile birincil bütçe dengesi ve borç stoku arasındaki uzun dönem ilişki koşulları sınanmıştır. Analizlerde yatay kesit bağımlılığı ve heterojenlik varsayımlarına izin veren ikinci nesil panel birim kök ve eşbütünleşme analizleri kullanılmıştır. Yapısal kırılmaları dikkate alan eşbütünleşme analiz sonuçları paneli oluşturan ülkelerden beş tanesinde her iki koşulun da sağlandığını göstermekte, ancak eşbütünleşme katsayıları zayıf mali sürdürülebilirliğe işaret etmektedir.
