ABD Güvenlik Politikasında Söylem ve Pratik

Devletlerin uluslararası ve iç siyasete ilişkin uygulamaları, tehditlerin ve fırsatların yönetilebilmesiyle yakından ilgilidir. Bu yüzden hem ulusal hem de uluslararası politikaların uygulanmasında etkili bir söyleme de ihtiyaç duyulmaktadır. Bu kapsamda, geride kalan yüzyılın güvenlik tarihinin önemli aktörlerinden Amerika Birleşik Devletleri de izlediği güvenlik siyasetinde bir dizi söylem ve pratik geliştirmiştir. Bu çerçevede, güvenlik söz konusu olduğunda Amerikan yaklaşımının hem yumuşak hem de sert söylemleri kullanageldiği; hatta savaşa varan müdahalelerden de çekinmediği dikkat çekmektedir.Bu çalışmada bir yandan Amerikan güvenlik yaklaşımının tarihsel gelişim seyri içinde ne tür bir değişim ve dönüşüme uğradığı incelenirken; öte yandan bu süreçte gerçekleşen söylem-eylem paralelliği de irdelenmektedir.

Discourse and Practice in American Security Policy

The practices of foreign and domestic politics carried out by countries are closely related with their capacities to conduct risks and to utilize opportunities. That is why an effective discourse is needed for managing international and domestic affairs. In this context, the United States as an important player in the history of the past century has also developed a series of discourse and practices. When it comes to security, American approach considerably engages in both soft and hard discourses, moreover, never hesitates to make an interference even if it causes to war. In this article, while it is analysed how American security approach transformed in the course of time, on one hand, the related discourse in this context is scrutinized on the other hand.
