AVRUPA BİRLİĞİ VE SPOR

1985’te, Milano Avrupa Konseyi, fikir birliğiyle Addonina Raporu’nu oluşturmuştur. Bu raporda sporun, tek bir topluluğa ait olma hissini destekleyebilecek tek fırsatı oluşturduğuna dikkat çekilmiştir. Bu hedeşere ulaşmak amacıyla bazı politikalar kabul edilmiş ve uygulamaya konmuştur. Sporun günlük yaşamdaki önemi, çeşitli sektörleri, örneğin, eğitim, basın, görsel-işitsel sektör, şans oyunları ve alt yapı sektörlerini etkilemesi bakımından Avrupa Birliği’nde (AB) dikkat çekici hale gelmiştir ve sporun artan ekonomik ve ticari eğilimi gerçek bir değişim yaratmıştır. Avrupa Birliği, işsizliği azaltmak için mücadele yürütürken, spor sektörü de, yeni işlerin yaratılabileceği ve AB’nin altyapı yatırımları, yeni teknoloji, eğitim ve karşılıklı değişim programlarının olumlu etkileri için desteklenecek alanlardan biridir. Avrupa Birliği, sporun çeşitli olumlu fonksiyonlarını yeni keşfetmemiştir, ancak, bu alanda yaşanan olumsuz gelişmelerin farkında olarak iyileştirmelerde bulunmak, daha iyi bir geleceğe ve yaşama ulaşmaya yönelik çabalardır. AB, sporun olumlu etkilerinin yanı sıra, bazı sorunların ve olumsuz etkilerin de farkındadır ve bunların ortadan kaldırılması için çeşitli önlemler almaktadır. Avrupa Birliği faaliyetler yelpazesi, spor dünyasını sarmalamaktadır.  Bu çalışmada amaç, Avrupa Birliği’nin spora ilişkin genel yaklaşım ve politikalarını spor camiasının bilgisine sunmaktır

THE EUROPEAN UNION AND SPORT

In 1985, the Milan European Council established the Addonina Report in concensus. In this report, it’s stressed that, sport is the only oppurtinity that can support the feeling of loyalty to a single community. The importance of sport in daily life has become attractive, in the way that sport effects various sectors, for example, education, press, audio-visual sector, chance games and infrastructure investments. In recent years, sport has developed rapidly in Europe and the increasing economic and commercial trend of sport has created a real transformation.While the EU carries out a program against unemployment, spor sector is one of the fields that new jobs canbe created and also that can be supported for the positive impacts to the infrastructure investments, new technology, education and exchange programs of the EU; Beside the positive impacts of sport, EU is also concious of some problems and negative impacts, and tries to take some measures to remove them. The EU spectrum of activities surrounds the world of sport. In this study, the objective is to introduce the general approches and policies of the EU related with to the sport community.
