Sürdürülebilir Kentleşme Tartışmaları Ve Kent Hakkı

Nüfusun hızla artması, kentlerin hızla büyümesi ve nüfusun kentlerde yoğunlaşması ekonomik, politik, kültürel, ekolojik ve çevresel bir çok sorunu da beraberinde getirmiştir. Günümüzde hakim olan şekliyle kentleşmenin sürdürülebilir olmadığı, hızlı kentleşme ve nüfus artışıyla birlikte ortaya çıkan sorunların giderek artmasının birçok tehlikeye yol açtığı daha ciddi olarak dile getirilmektedir. Ortaya çıkan sorunların daha kapsamlı bir şekilde ele alınmasının ve çözüm üretilmesinin gerekliliği ve aciliyeti bu tartışmaları uluslararası kuruluşların da gündemine getirmiştir. Birleşmiş Milletler çatısı altında kurulan UN Habitat başta olmak üzere UNESCO, Avrupa Birliği, UCLG ve daha birçok kuruluş kentleşmenin getirdiği bu sorunları ele almakta ve sürdürülebilir kentleşmenin ve demokratik bir kent yaşamının nasıl kurulabileceği üzerine çalışmalar ve tartışmalar yürütmektedir. Kent hakkı kavramının bu tartışmalar açısından neden kilit önemde olduğunu ortaya koymayı amaçlayan bu çalışmada, bu kuruluşların gerçekleştiği çeşitli programların ve toplantıların raporları ve internet sitelerindeki çeşitli dökümanlar incelenerek sorunu nasıl tartıştıkları analiz edilecek ve uluslararası alandaki bu tartışmalar kent hakkı kavramı ile ilişkisi içinde eleştirel bir açıdan yeniden ele alınacaktır

SUSTAINABLE URBANİZATİON DISCUSSIONS AND THE RIGHT TO THE CITY

The rapid increase in population, the rapid growth of cities and the concentration of population in urban areas has led to several economic, politic, cultural, ecological and environmental problems. Today, it is expressed more seriously that the urbanization is not sustainable in its current form and the gradually increasing problems that occurred with rapid urbanization and population growth cause great dangers. The necessity and urgency of addressing the emerging issues more comprehensively and producing solutions to them brought up these debates to the agenda of international organizations. Particularly the UN Habitat established under the umbrella of the United Nations, UNESCO, European Union, UCLG and many more organizations address the issues that the urbanization brought up, and conduct studies and debates on how to establish sustainable urbanization and a democratic urban life. This study aims to reveal why the term "the right to the city" has a key role with regard to these debates. In this study, how these organizations discuss the issue will be analyzed by examining the reports of various programs and meetings that carried out by them and various documents on their websites and these discussions in the international arena will be readdressed from a critical perspective within its relation to the concept of "the right to the city."
