CUMHURİYET YÖNETİMİNİN 1930’LU YILLARDA KÖYDE VE KÖYLÜLÜKTE “DÖNÜŞÜM”Ü GERÇEKLEŞTİRME İSTEĞİNİN BİR ARACI OLARAK “KÖY EĞİTMEN KURSLARI”

“Köy Eğitmen Kursları, 1930’luyıllarda, okulu olmayan köylerde “eğitim”i gerçekleştirmek amacıyla açılmış kurslardır. Cumhuriyet yönetimi siyasal, sosyal ve ekonomik açılımları olan bu kurslar sayesinde, köyde ve köylülükte cumhuriyet yönetiminin ilkeleri doğrultusunda bir dönüşümü gerçekleştirerek, ideal köy ve ideal köylüyü inşa etmeyi amaçlamıştır. Şöyle ki, bu yıllarda ülkede pek çok köyde maddi imkânsızlıklar ve öğretmen eksikliği nedeniyle okul inşa edilememiştir. Yaşanan Serbest Cumhuriyet Fırkası deneyimi, cumhuriyet yöneticilerine, ideolojilerini tabana yayma konusundaki başarısızlıklarını göstermiştir. Eğitim-siyaset ilişkisi bağlamında, cumhuriyet yönetimi, açacağı bu kurslardan mezun olacak eğitmenler vasıtasıyla köye ve köylüye ulaşabilmenin, daha kolay bir yolunu bulacağını düşünmüştür. Ayrıca köy, yaşanan 1930 ekonomik buhranı nedeniyle ekonomide devletçi sanayileşme modeline yönelen yöneticilerin, ihtiyaç duydukları sermayeyi temin edebilecekleri bir potansiyel taşıması bakımında ilgi çekicidir. Eğitmenler sayesinde, büyük tarımsal yatırımlara gerek duyulmaksızın, tarımsal üretimin daha teknik usullerle gerçekleştirilerek, artırılması hedefleniyordu. Bu amaçlar çerçevesinde askerliğini çavuş olarak yapan ve okuma yazma bilen köylülerin eğitilerek köylerine birer eğitmen olarak gönderilmesi uygulamasına geçilmiştir. Bütün bunların dışında bu kurslar, Köy Enstitüleri projesinin bir ön uygulaması bakımından da incelemeye değerdir.

“VILLAGE INSTRUCTOR TRAINING COURSES” AS A MEANS FOR REPUBLICAN GOVERNMENT’S PURPOSE OF TRANSFORMING VILLAGES and VILLAGERS in 1930s

“Village Instructor Training Courses” are founded in 1930s in villages which do not have access to schools, in order to facilitate education of the villagers. Through these courses which lead to political, social and economic consequences, The Republican Government has aimed to build ideal villages and ideal villagers by realizing the transformation of villages and villagers towards the principles set out by the Administration. In 1930s’ Turkiye, physical impossibilities and the lack of teachers prevented opening new schools in villages. Free Republican Party (Serbest Cumhuriyet Fırkası)) experience has revealed the failure of Republican Administrators in spreading their ideologies among the common people of the country. In the context of education-politics relations, The Republican Administrators has considered the graduates of these courses as a new and convenient means to reaching and contacting the villages and the villagers. Contacting with the villages was important also because they had the potential to provide the Administrators with the capital required to set the statist industrialization model which was the new target of the government after the Great Depression of 1930. The aim was to increase agricultural production by using more technological modes of production, instead of big agricultural investments; and the government counted on the instructors in the village to achieve this target. Pursuant to these intentions, it has been decided to train villagers who has done their military service as sergeant and who are literate as instructors; and to assign them as instructors in their villages. Apart from all these reasons, these courses are worthy of consideration due to the fact that they are a pilot implementation of Village Institutes Project.
