Bu çalışmada dönemin Dünya Bankası Başkanı James D. Wolfensohn 'un önerisiyle 1999 yılından itibaren kalkınma gündemine yerleşen "Kapsamlı Kalkınma için Çerçeve" genel hatlarıyla ele alınmaktadır. Kapsamlı Kalkınma için Çerçeve ile birlikte, parçalanmış, kısa dönemli ve proje temelli bir kalkınma anlayışı yerine, uzun dönemli, bütüncül ve stratejik bir anlayışın getirilmeye çalışıldığı ileri sürülmekte, bu bağlamda da politika reformu ve kurumsal kalkınmaya özel bir önem atfedilmektedir. Washington Uzlaşması tecrübesine karşılık eleştirel ve alternatif bir tutumu temsil etme iddiasıyla ortaya çıkan söz konusu yaklaşım, aynı zamanda, Post-Washington Uzlaşması'na geçişin somut göstergelerinden biri sayılmaktadır. Nitekim, Kapsamlı Kalkınma için Çerçeve özellikle yoksulluk olgusunun göz ardı edilişine karşı çıkarak, kalkınma sorunsalının beşeri, sosyal ve yapısal boyutlarını da içerecek şekilde ele alınmasına olanak tanıyabilecek, katılımcılık vurgusunu öne çıkaran bir teorik zemin olarak sunulmaktadır. Öte yandan, Kapsamlı Kalkınma için Çerçeve 'nin Washington Uzlaşması 'na karşı yeni ve farklı bir kalkınma perspektifi sağlayıp sağlamadığı ve/veya küresel yönetişim açısından gördüğü işlev gibi hususlar da Post-Washington Uzlaş ması'na ilişkin tartışmaların önemli bir parçasını oluşturmaktadır. Dolayısıyla, gerek getirdiği kavramsal çerçeve ve teknik açıdan uygulanabilirliği, gerekse önerdiği kalkınma anlayışı nedeniyle, Kapsamlı Kalkınma için Çerçeve 'nin farklı görüş açılarından aldığı yorum ve eleştirilerin bir bölümüne de bu çalışmada yer verilmektedir.

This work discusses CDF which was proposed by the former president of the World Bank, Wolfensohn, in general terms. CDF has an eminent place in the development agenda since 1999. Instead of a fragmented, short term, project base understanding of development, together with CDF, a long term, holistic and strategic understanding was attempted to be introduced. With this respect, a special priority was given to the policy reforms and institutional development. CDF, which is proposed with the claim to provide a critical and an alternative attitude towards the practice of the Washington Consensus, has been considered to be one of the concrete steps that were taken towards the Post-Washington Consensus. Furthermore, CDF is introduced as a theoretical ground to enable the handling of humane, social, structural dimensions of issues associated with development, through refuting the ignorance of poverty. CDF constitutes an important part of discussion on Post-Washington Consensus through providing a new and different development perspective to the Washington Consensus along with issues like its function on the global governance. Accordingly, this study covers the technical applicability and the vision of development brought by CDF, via introducing some of the different comments and critics elaborated by various academics.
