Bu çalışma II. Abdülhamit döneminde taşra idaresine bir diğer ifadeyle mülki taksimata yerel güçlerin müdahalesini Of örneğinden hareketle incelemektedir. Çalışma yerel güçlerin talebiyle Of’un önce Lazistan Sancağı’na bağlanması ve akabinde yine aynı güçler tarafından Of’un Trabzon merkez sancağına iadesinin arka planına odaklanmaktadır. Böylece yerel dinamiklerin mülki taksimat sürecini kendi istekleri yönünde nasıl şekillendirebildikleri örneklendirilmiş olacaktır.

This study tries to investigate the interventions of local powers to the provincial administration during the time of Sultan Abdulhamid II in the case of Of town. In the study we investigated the background of the annexation of Of town to Lazistan Sancak and the towns later return to Trabzon central sancak by the interventions of local powers. By doing so, we aimed to exemplify how local powers form the process of administrative division by their wishes.
