II. Meşrutiyetin ilanından sonra Erzurum’da görev yapan valilerden birisi de Mehmet Emin Yurdakul Bey’dir. Vali Mehmet Emin Bey 11 Mart 1912 tarihinde Dâhiliye Nezaretine yazdığı bir raporda Erzurum’un ulaşım problemlerini ele almıştır. Raporda valinin üzerinde durduğu en önemli nokta Erzurum-Rize yolunun bir an önce yapılma meselesidir. Mehmet Emin Bey bu sayede Doğu Anadolu, Güneydoğu Anadolu ile Karadeniz bölgesinin ekonomik faaliyetlerinin gelişeceğini ileri sürmüştür.
