ÇATIŞMA YÖNETİMİ Mİ YOKSA ÇATIŞMA ÇÖZÜMÜ MÜ?: BARIŞ MÜZAKERE SÜRECİNE TEORİK OLARAK YAKLAŞMAK

Günlük hayatın doğal bir parçası olan ve tarafların uyumlaştırılamayan çıkarları nedeniyle yaşadıkları mücadele olarak tanımlanan çatışmaların, özellikle Soğuk Savaş sonrası dönemde artış gösteren iç silahlı çatışmalara dönüştüğü görülmektedir. İçinde bulunduğumuz yüzyılda da Dünya’nın farklı coğrafyalarında yaşanan iç silahlı çatışmalar ise çatışma ve barış araştırmaları evrelerinin tümünü kapsayan çatışma yönetiminin bir alt evresi olan çatışma çözümüne ve çatışma çözümünün aşamalarından biri olan barış müzakere süreçlerine alan açmaktadır. Bu çalışmanın temel odak noktasına çatışma yönetimi ve çatışma çözümü kavramları konularak barış müzakere süreçlerine teorik olarak yaklaşılmaktadır. Bu yönde bir çalışma oluşturulmasının temel amacı ise hassas bir aşamayı temsil eden barış müzakere süreçlerinin kavramsal ve teorik çerçevesini oluşturmaktır. Öte yandan, iç silahlı çatışmalar özelinde çatışmayı sona erdirme amacıyla tarafların etkileşimini ifade eden barış müzakere süreçlerinin, barış araştırmaları literatürü çerçevesinde hangi üst başlık altında kavramsallaştırıldığı analiz edilmektedir. Bu bağlamda çatışma analizi ve barış araştırmaları literatüründe çatışma çözümü ve yönetimi kavramlarının bir üst başlık olarak mı kullanılması gerektiği yoksa barış süreci ekseninde ayrı bir süreci mi ifade ettiği hususu ele alınmaktadır.

CONFLICT MANAGEMENT OR CONFLICT RESOLUTION?: THE ORETICALLY APPROACH TO THE PEACE NEGOTIATION PROCESS

Conflicts, which are the natural part of daily life and are defined as  the struggle that they have experienced because of the unalterable interests of the parties, seem to have turned into internal armed conflicts that have increased especially in the post-Cold War era. The internal armed conflicts that have been occurred in different geographies of the world during the present century make way for the conflict negotiation process that is one of the stages of conflict resolution and the conflict resolution which is the sub-phase of conflict management which covers the whole of conflict and peace research phases. The main focus of this study is the theoretical approach to peace negotiation processes by revealing the conflict management and conflict resolution concepts. The main purpose of creating a study in this direction is to create the conceptual and theoretical framework of peace negotiation processes that represent a sensitive phase. On the other hand, it is analyzed the conceptualization of peace negotiation processes that express the interaction of the parties in order to end the conflict under which “top title” in the frame of the peace researches literature. In this context, it is handled that whether these concepts should be used as a top title or a separate process in the axis of the peace process in the conflict resolution and peace researches literatüre.
