ULUSLARARASI POLİTİKADA TÜRK MODELİNİN YÜKSELİŞİ VE DÜŞÜŞÜ

"Türk Modeli" terimi, nitelikleri Müslüman bir toplumda, laiklik, pazar ekonomisi, Batı ile işbirliği ve yakınlık, çok partili sistem olan Türkiye'de­ki hükümet ve gelişme modeline işaret etmek üzere kullanılmaktadır. Ba­tı, ABD başta olmak üzere, Türk modelini destekleyip Türk cumhuriyetle­rine teklif etti. Türkiye'nin bölgeyle olan kültürel ve tarihî bağları, Türk mo­delinin laik ve çok partili sistem nitelikleri ve Türkiye'nin ekonomik trans­formasyon tecrübesi, Batı'yi Türk modelini desteklemeye teşvik etti. Fa­kat Batı, iran'ın bölgedeki etkisinin sınırlarını anladıktan, Rusya'nın yakın çevre (near-abroad) politikasını fark ettikten, Türkiye'nin kendi içerisinde­ki Kürt ayrılıkçılığı gibi problemlerin varlığından ve tüm bunların ötesinde, Sovyetler Birliği'nin dağılması sonrası Batı'nın bölge ile ilgili hazırladığı senaryoda Türk modelinin kendine düşen rolü başarıyla oynamasından dolayı Türk modeline desteğini sona erdirdi. Türkiye yeni şartlara hazırlıklı değildi. Fakat, SSCB dağıldığında, Türk tarafı bu sonu ve Türk cumhuriyetlerin ortaya çıkışlarını memnuni­yetle karşıladı. Bu tepkiyi bölgeyle olan kültürel ve tarihi bağlar ve Türki­ye'nin uluslararası ilişkilerdeki pozisyonu büyük ölçüde etkiledi. Batı'nın Türk modelini ortaya atması Türkiye'nin eline yeni araçlar verdi; bu geliş­me, Soğuk Savaş sonrası bölgede Türkiye'nin stratejik pozisyonunun öneminin teyit edilmesi anlamına geliyordu ve Türkiye'ye hem Batı için hem dünya politikası için hala önemli olduğunu iddia etme imkânı verdi. Türk cumhuriyetlerinin Türk modeline ilk tepkileri bu cumhuriyetlerin kül­türel çevresince büyük ölçüde etkilendi ve Türk modeline olumlu tepki verdiler. Fakat, Türkiye'ye ve Türk modeline ilk duygusal tepkiden sonra, Türk cumhuriyetleri daha gerçekçi ve şüpheci oldular ve her ne kadar Türk modeline ilgileri tamaman sona ermese de, azaldı.

RISE AND FALL OF TURKISH MODEL IN INTERNATIONAL POLITICS

The term "Turkish Model" is used to refer to the model of development and government in Turkey whose characteristics are secularism in a Müslim society, a market economy, closeness and co-operation with the West, and a multiparty system. The West, including the US, supported and promoted the Turkish Model to the Turkish Republics. Turkey's cultural and historical ties with the region, secular and multiparty system characters of Turkish model and Turkey's success in economic transformation encouraged the West to support the Turkish Model. However, limits of Iranian influence in the region, Russian "near-abroad" policy, problems within Turkey such as Kurdish separatism and above ali, the fact that Turkish model had played its part in the game, encouraged the West to reconsider its initial assumptions and then the West declined its support to the Turkish model. Turkey was not ready for the new situation. Hovvever, when the USSR disintegrated in 1991, the Turkish side vvelcomed its end and the creation of the Turkish Republics. Cultural and historical ties with the region and Turkish position in international relations strongly affected this reaction. Western promotion of the Turkish Model provided Turkey with new instruments; it meant a ratification of Turkey's strategic position in the region after the Cold War, enabling Turkey to claim that it was stili important for the West and World politics. The initial reactions of the Turkish Republics to the Turkish Model were strongly affected by the cultural environment of these Republics and they reacted positively to the Turkish Model. Hovvever, after the initial emotional vvelcome for Turkey and the Turkish Model, the Turkish Republics then became more realistic and skeptical, and although they have not abandoned the Turkish Model, their interest in the Turkish Model declined.
