TÜRKİYE’DEKİ ORTA GELİR GRUBU HANE HALKI İÇİN YENİ BİR KONUT FİNANSMAN MODELİ

Alt gelir gruplarına verilen ipotekli konut kredileri (subprime mortgages) global finansal krizin (GFK) sebebi olarak gösterilmektedir. 2001-2007 yılları boyunca yükselen piyasalara kısa vadeli fonların girmesi ile yerel paralar yabancı paralara karşı aşırı değerlenmişlerdir. Bu geçici denge sonucunda faizler düşmüş ve bu durum Amerika’daki uygulamalara benzer şekilde ipotekli konut kredisi alarak kolay bir şekilde ev sahibi olabilme umutlarını doğurmuştur. Maalesef GFK nedeni ile yükselen piyasalarda kısa vadeli fon çıkışları yaşanmıştır. Bu fon çıkışları sonucunda kurlar, faizler ve enflasyon yeniden yükselişe geçmiştir. Başka bir deyişle, GFK Türkiye gibi gelişmekte olan ülkelerdeki kur riski, faiz riski ve kredi riskinin artmasına neden olmuştur. Ancak GFK gelişmekte olan ülkeler için riskler dikkate alınarak yeni bir konut finansman modelinin geliştirilmesine engel değildir. Bu makalede Türkiye için çok büyük pozitif katma değer yaratabilecek olan konut sektörü için yeni bir konut finansman modeli sunulmaktadır. Bu yeni model makro ekonomik şoklar sonucunda ortaya çıkan finansal riskleri minimize etmeye çalışmaktadır. Finansal riskleri dikkate alarak orta gelir grubu hane halkı için geliştirilen konut finansman modeli ile üç farklı finansal tekniği (emeklilik fonları, mortgage ve forward anlaşma) biraraya getirmektedir. Sonuç olarak, ortaya çıkan bu hibrid modelin hem barınma ihtiyaçları hem de Türkiye gibi gelişmekte olan ülkelerin kalkınması konusunda kısmen de olsa çare olması umulmaktadır

A NEW HOUSING FINANCE MODEL FOR THE MIDDLE INCOME HOUSEHOLDS IN TURKEY

The subprime mortgages is shown as the reason of global financial crisis (GFC). Due to the short-term funds’ inflows to the emerging markets between the years of 2001-2007, domestic currencies overvalued against the foreign currencies. As a result of this temporary balance, interest rates decreased and this situation has created a hope for owning a house easily by taking mortgages. Unfortunetly, there has been short-term capital outflows in the emerging markets due to the GFC. These capital outflows has led to the depreciation of domestic currencies and increases of interest rates and inflation. In other words, GFC has led to the increases in the currency, interest-rate and credit risks in the developing countries. But GFC is not an obstacle for developing a new housing finance model for the developing countries. In this paper, a new housing finance model is developed for the housing sector, which may create a large value-added for Turkey. This new model tries to minimize the financial risks that emerge as a result of macro economic shocks. The new housing finance model, which is developed by considering the financial risks, try to merge three financial techniques (pension funds, mortgage, and forward contracts). As a result, it is hoped that this hybrid model will be partially remedy not only for the sheltering needs of people but also for the development of the developing countries such as Turkey
