BEST VALUE IN THE BRITISH LOCAL PUBLIC SERVICES

Bu çalışmada, Birleşik Krallık'ta yerel kamu hizmetlerinde uygulanmaya başlanan 'en iyi değer rejimi' (Best Value Regime) tartışılmaktadır. Muhafazakar Parti'nin hizmet sunumu yaklaşımı olan "Zorunlu Rekbetçi Piyasa" (Compulsory Competative Tendering) ile İşçi Partisi'nin "En İyi Değer" (Best Value) sistemleri karşılaştırılmakta; daha sonra da en iyi değer rejiminin amacı, yasal durum ve kapsamı açıklanmaktadır. Çalışma, yönetim ve performans ölçüm tekniklerini, performans planlarını ve hizmet değerlendirmelerini 'en iyi değer' kavramı perspektifinden değerlendirmekte; kalite yönetiminde mükemmellik ve kıyaslama gibi, iki önemli performans ölçüm tekniğine özel vurgu yapmaktadır.

BEST VALUE IN THE BRITISH LOCAL PUBLIC SERVICES

This study aims to discuss the Best Value regime in local public services in the United Kingdom. Discussion will focus on the approach of the Conservatives to service delivery which was compulsory competitive tendering, and the approach of the Labour Government to service delivery which is the Best Value. The aims and objectives of the Best Value, and the legislation and scope involved with the Best Value will be outlined briefly. The study will discuss management and measurement techniques and will enable the reader to understand the role of performance and service reviews within the concept of the Best Value regime, and examine performance plans. A closer analysis will be given to two performance measurement techniques –Excellence for Quality Management (EFQM), and Benchmarking.
