Bilgi ve İletişim Teknolojilerinin (BİT) kalkınmada oynayabileceği role son dönemde yoğun ilgi gösterilmektedir. Bunun bir ayağı uluslararası örgütlerin raporları, bir ayağı ise Kalkınma için BİT (BİT-K) başlıklı akademik çalışmalardır. Ne var ki büyüme eksenli yazında teknoloji ile kalkınma arasında kurulan ilişkiyle BİT-K yaklaşımı birbirinden farklıdır. Mevcut yazın teknolojik gelişmenin arz yönlü etkileri ve imalat sektörü üzerindeki etkileri üzerinde yoğunlaşırken BİT-K yaklaşımı talep yönlü etkiler ve hizmetler sektörü üzerindeki etkiler üzerinde yoğunlaşmaktadır. Bu çalışmada kalkınma yazınında teknolojinin nasıl ele alındığı ve BİT-K yaklaşımı kısaca incelenecek, BİT’lerin kalkınmada oynadığı rolün ele alınmasında izlenecek yola ilişkin düşünceler ifade edilecektir.

The potential role of information and communication technologies (ICTs) in development has been focus of attention recently. This can be observed in the reports of international organizations, as well as academic studies in the field of ICT4D. However the relationship of technology to the development in the view of growth studies is different from the ICT4D approach. Though growth studies focuses on the supply side effects and effects on the industrial sector, ICT4D focuses on the demand side and effects on the services sector. The study hereof analyzes the way growth studies handle technological change and summarizes the basic aspects of ICT4D, and puts forth some considerations on the way the role of ICTs in development is being investigated.
