Bu araştırma temelde hem sosyal yardımlardan yararlananların hem de bu yardımı sunan kamu görevlilerinin görüş ve algılarına bağlı olarak, ülkemizde kamusal sosyal yardım sisteminin yapısı, işleyiş biçimi, performansı ve etkililik düzeyi ile kamusal sosyal yardımların yararlanıcılar tarafından nasıl algılandığı, yararlanıcıların yoksulluğun nedenlerine ilişkin yükleme biçimleri, sosyal yardımların ülkemizde kendine özgü bir yoksulluk kültürü oluşmasına yol açıp açmadığı konusunda mevcut durumu saptamayı amaçlamaktadır.

This survey, both with the sense and views of the receivers of the aids and government employees who provide the aids, is intended to determine the present situation on the structure of public social welfare in Turkey, the way of operation, the level of performance and effectiveness, perception of the aid by the receivers, the way receivers are loaded on the reasons of poverty, and whether the social welfare leads to a specific poverty culture in Turkey.
