Dünyanın En Yaşlı İkinci Ülkesi Almanya’da Riester Emeklilik Sistemi İle Zorunlu Emeklilik Sigortası Arasındaki İlişkinin Analizi

Demografik projeksiyonların analizi tabanında Alman emeklilik sigortasına ilişkinveriler incelendiğinde, aktüeryal denge açısından olumsuz özellikler taşıdığıgörülmektedir. Günümüzde 82 milyonun üzerinde olan Almanya’nın nüfusu 2050yılında 62 milyona düşecektir. Ayrıca, 40 yıl sonra Almanya toplumunun üçte biri67 yaşın üstünde, yani emeklilik yaşının üstünde, her yedi kişiden biri ise 80 yaşınüzerindekilerden oluşacaktır. Sağlık teknolojilerinin gelişmesi ve hayat standartlarınınyükselmesi, doğuşta yaşam beklentisinin artmasına yol açmıştır. Sonuç olarak,ortalama insan ömrü uzamaktadır. Aynı zamanda düşük doğurganlık oranlarısebebiyle nüfus hızla yaşlanmaktadır. Bu durumun sosyal güvenlik bilimi açısındansonuçlarından birisi ise, insanların daha uzun süreler boyunca emekli aylığı almasıdır.Demografik kaygılar ve yaşlı yoksulluğu olgusu sebebiyle sosyal güvenlik sistemindereformlar yapılmıştır. Bu reformların sonucu olarak, Almanya’da Riesteremeklilik sistemi ve mesleki emeklilik planları ortaya çıkmıştır.

Scrutinizing the data of the German Pension Insurance, in the base of analysis of the demographic projections, seem to have negative characteristics in terms of actuarial balance. Germany has a population which is over 82 million currently, but it will be reduced to 62 million in 2050. Furthermore, after 40 years in Germany, one third of the population will be over the pensionable age (67 age) and one of every seven people will be over 80. The development of health care services and rise of life standards have led to increase life expectancy at birth. As a result of this, average human lifetime is augmenting. At the same time, due to low fertility rates, the population is aging rapidly. One of the consequences of this fact in terms of the science of social security is that people are getting retirement pensions for longer periods. Reforms have been made because of demographic concerns and danger of old age poverty. As a result of these reforms, Riester pension system and occupational pension schemes have emerged in Germany
