Ulemanın Siyaseti: İran’da Ulemanın Etkin Rolünü Anlamak

İslam dünyasının geleneksel toplum yapısında ulema oldukça önemli rollerüstlenmiş olmasına rağmen, modernleşme süreciyle birlikte İslam dünyasınınbüyük bir bölümünde ulemanın toplum içindeki rolü azalmış ve ulemayaait rollerin büyük bir bölümü seküler kurumlara devredilmiştir. Ancak İslamdünyasındaki genel gidişattan farklı olarak İran uleması dinin toplumiçindeki rolünü kısıtlayan modernleşme sürecine güçlü bir direniş göstermişve 1970’lerin sonlarında İran devrimi ile birlikte “Velayet-i Fakih” üzerinekurulu yeni bir rejimin inşasında oldukça etkili bir rol oynamıştır. Bu makaledeİran tarihindeki iki çok önemli tarihsel olay (1905-1911 MeşrutiyetDevrimi ve 1979 İran Devrimi) incelenerek, ulema sınıfının İran’da oldukçaetkili siyasi ve sosyal bir aktör olarak ortaya çıkmasında etkili olan etmenlerincelenmiş ve dört temel faktöre ulaşılmıştır: (I) Şii İslam anlayışınınileride geri dönmesi beklenen Gaib İmam’ın yokluğunda ulema yönetiminimümkün kılacak şekilde yeniden yorumlanması, (II) ulemanın devletten bağımsızbir yapısının olması, (III) ulema ile şehirli orta sınıf arasındaki yakınilişki sayesinde ulemanın güçlü bir toplumsal desteğe ulaşması, ve (IV)merkezi hükümetlerin zayıflığı nedeniyle ortaya çıkan otorite boşluğu.

The Politics of the Ulama: Understading the Influential Role of the Ulama in Iran

Although the ulama have lost their traditional roles in many parts ofthe Islamic world as a result of the modernization process of the social andpolitical structure, the Iranian ulama not only have played a pivotal role inmany important events in the recent history of Iran, but also emerged asthe most powerful socio-political class since the Iranian revolution of1979. In this article, I aim to understand major factors that facilitate thedevelopment of the ulama as the most powerful political actor in Iranianpolity. Drawing on the analysis of two highly crucial historical events (theConstitutional Revolution and the Iranian Revolution of 1979), I point outfour major factors for the development of an influential ulama class: Thereconstruction of Shi’i Islam for the rule of the ulama in the absence of theHidden Imam, the political and economic independence of the ulama fromthe state, the close relationship between the ulama and the urban middleclass, and the weakness of the central governments.
