AVRUPA’DA REFAH DEVLETİ ve GÖÇ İLİŞKİSİ: REFAH ŞOVENİZMİ ÖRNEĞİ

Bu makalenin amacı Avrupa'da refah devleti ve göç arasındaki ilişkiyi refah şovenizmi fenomeni üzerinden açıklamaktır. Makalenin temel argümanı Avrupa'da göçmen karşıtı tutum ve yabancı düşmanlığının en çok refah şovenizmi üzerinden ifade edildiği şeklindedir. Bu argümanı destekleyici diğer bir argüman ise 1970'lerden itibaren Avrupa'nın siyasi gündeminde – yani, Avrupa Birliği ve tek başına Avrupa devletlerinin siyasi gündemi- göç i) var olan göçmenlerin topluma entegrasyonunu sağlamak ve ii) yükselen göçmen karşıtı tutumlar ve yabancı düşmanlığı ile mücadele etmek konularına dair olmuştur şeklindedir. Makalede, Avrupa'da refah şovenizminin göçmenleri önemli ölçüde ötekileştirdiği sonucuna varılmaktadır.

The aim of this article is to evaluate the relationship between welfare state and immigration with reference to welfare chauvinism. The main argument of the article is that anti-immigrant attitudes and xenophobia in Europe are mostly expressed via welfare chauvinism. Another argument that complements the main argument is that i) social integration of the existing immigrants and ii) tackling increased antiimmigrant attitudes and xenophobia have been at Europe‟s agenda – i.e. the political agenda of the European Union and separate European States- since the 1970s. It is concluded in the article that welfare chauvinism has significantly othered immigrants in Europe
