Politique Budgétaire et Emploi Public Dans les Modèles Macroéconomiques Contemporains

L’emploi public a suscité un intérêt
croissant au cours de ces dernières années du fait de son importance par
rapport à l’emploi privé dans les principaux pays de l’OCDE. Cette importance a
engendré, dans certains pays développés souffrant d’un fort taux de chômage
l’espoir d’une solution provenant d’une politique d’emploi public. Mais ce
n’est qu’au cours de ces dernières années que des contributions théoriques et
empiriques ont apporté des éléments susceptibles de fonder une telle politique. Cet
article présente et commente les principaux apports qui en sont issus.
Ces apports sont fournis par des
modèles macroéconomiques assez différents. Les dépenses publiques induites par
l’emploi du secteur public ont d’abord été introduites dans des modèles
macroéconomiques qui incorporent des marchés du travail en concurrence
parfaite. Puis les modèles ont tenu compte de l’imperfection de ces marchés en
introduisant des frictions sous la forme d’interventions syndicales dans les
négociations et d’un mécanisme de recherche d’emploi et d’appariement.
Ces modèles ont presque tous mis en
évidence un effet d’éviction de l’emploi privé par l’emploi public. Par contre
l’incidence nette d’une hausse de l’emploi public sur l’emploi total est
incertaine, car elle dépend de nombreuses conditions de mise en œuvre de la
politique. Il en est de même pour une politique de baisse de l’emploi public
souvent préconisée comme une solution au
chômage.
