CONFEDERATION TYPE OF POLITICAL POWER OF TIEN-SHAN NOMADS IN THE VII – Xth CENTURIES

The author’s work emphasizes the role and placement of the confederated military- political structure, known as the “el”–formation which was originally instituted in order to unite tribes and later other Turkic tribes, for resistance, against hostile and for organization of military campaigns against neighbors. The “el”- formation as a military-political structure, played a vital role in the process of creating the states of the ancient Turkic nomads, which become the center of political power. However in the new historic situation the confederative type of power become the basis of Turgesh and Karluk Kaganat, in connection with the collapse of the powerful Turk Kaganat. The triple system, which was introduced by Huns, remained considerable in the structure of power.
