Öz The Association Agreement Ankara Agreement between Turkey with the tl ı en European Economic Comm ıınity EEC , that was signed in 1963, entered in force in December 1964 and in January 1996 Turkey and the EU established a customs union in accordance with the Agreement. Turkey's eligibility for accession to the EU was confirmed by the Luxembourg European Council in 1997. Today, Turkey that has the qatus of candidate country granted by the Helsinki European Council of December 1999. started accession negotiations with the EU in October 2005.The European Council in Cardiff wekomed the Commisions confirmation that it will submit at the end of 1998 its first regular reports on each candidate 's progress towards accession. In the case of Turkey, the European Council noted that "the report would hased on Article 28 of the Association Agreement and the conclusions of the Luxemburg European Council." 77zese Regular Reports Progress Reports tako account of the conclusions of the European Council in Copenhagen. . While the assessment is m ı de primarily of the progress realized since the last report in satisfying the political as well as those criteria put down in acquis communitaire, an evaluation of the prospective development of the Turkish economy in the tong n ı n also takes place in the Progress Reports. In this paper an evaluation of the Turkish economy will be made by taking into consideration the Progress Reports which have been prepared on Turkey by the European Commission since 1998.
