AVRUPA PARLAMENTOSU’NA LOBİLERİN ETKİLERİ: AMBALAJ VE AMBALAJ ATIKLARI DİREKTİFİ ÖZELİNDE BİR İNCELEME

Avrupa Birliği seviyesinde kabul edilen düzenlemeler tüm AB vatandaşlarının hayatlarını etkilemektedir. Brüksel’de AB Mahallesi olarak bilinen alana yerleşmiş Komisyon, Avrupa Parlamentosu ve Konsey arasında gerçekleşen yasama süreciyle oluşan bu yasalara etki eden lobiler ve bu lobilerin özellikle AP üzerindeki etkisi bu çalışmanın konusunu oluşturmaktadır. Brüksel'de lobicilik faaliyetlerinin gerçekleşmesinin AB'nin demokrasi açığı sorununa bir çare oluşturmasının yanı sıra, çıkarların lobi faaliyetleriyle temsilinin AB kurumları özelinde vatandaşların güvenini artırmak için bir araç olarak görüldüğüne inanılmaktadır. Çalışma kapsamında gerçekleştirilen mülakatlar ile lobiciliğin AP üzerindeki etkisi araştırılmaktadır. Çevre alanında kabul edilen Ambalaj ve Ambalaj Atıkları Direktifi özelinde AP’ye yapılan lobi faaliyetlerinin etkilerine dair çıkarımlar sunulmaktadır.

The Effects of Lobbies to the European Parliament: An Analysis on the Packaging and Packaging Waste Directive

Laws at the European Union level affect the lives of all EU citizens. It is well known that the legislative procedure among European Commission, European Parliament and European Council, located in EU district of Brussels, has been affected by the lobbies. The impact of these lobbies especially on the EP is the subject of this study. It is believed that the lobbying activities in Brussels create a solution to the EU's democratic deficit problem and also seen as a means to increase the reliability of the EU institutions. In the context of this paper, the effect of lobbying on the EP is sought, and the impact of lobbying activities on the EP is examined by taking the example of Packaging and Packaging Waste Directive.
