TÜRKİYE’DE E-HAZIRLIK VE E-DEVLETLEŞME

Öz Devlet, vatandaşlara kurumlar aracılığıyla hizmet vermektedir. Bilgi iletişim teknolojilerinin devlet hizmetlerinde kullanılması ile değişen hizmet verme şekli kurumsal değişimleri de gerekli kılmaktadır. Devletler, değişen şartlara uyum sağlayabilecek dinamik bir yapıya sahip olmalıdır. Edevlet hizmeti verebilmek için kurumların teknik ve bürokratik altyapılarının hazır olması e-devlet hizmetlerinin başarı şansını arttıracaktır. Türkiye’de edevlet çalışmalarının etkili bir şekilde yürütülmesi için çeşitli zamanlarda kurullar oluşturulmuş ve projeler geliştirilmiştir. Ancak kurulların bir kısmı sadece isimden ibaret kalmış ve projelerin bir kısmı ise hiç uygulamaya konulamamıştır. Bu çalışmada Türkiye’de e-devlet çalışmaları için kurumsal yapılanmalar ve e-hazırlık seviyesi araştırılmıştır.
