Uluslararası Ticaretin Serbestleştirilmesi Sürecinde Orta Asya Ülkelerinin Yaklaşımları

Öz İktisat literatüründe artan ticari dışa açıklık ile ekonomikbüyüme arasında genel olarak pozitif yönlü birilişkinin varlığı yönünde görüş birliği mevcuttur. Dışticaretin önündeki engellerin azalması uzmanlaşmaya,verimliliğe, kaynakların dağılımına, maliyetlere,rekabet düzeyine, teknoloji transferine ve tüketicilerinrefahına olumlu etki edecektir. Buna karşılık serbest dışticaret her ülke ekonomisinde aynı etkiyi yapmayabilir.Ticari serbestleşmeye yönelik girişimleri ve yaklaşımları,küresel ve bölgesel olarak ikiye ayırabiliriz. Küreselanlamda ticaretin serbestleştirilmesinde Dünya TicaretÖrgütü öncü iken, diğer tarafta bölgesel ticaret anlaşmalarıön plandadır. Sovyet Sosyalist CumhuriyetlerBirliği’nin dağılması ile birlikte Orta Asya ülkeleribölgesel ve küresel yeni alternatiflere yönelmişlerdir.Çalışmada ele alınan altı bölge ülkesinden sadece ikisi(Kırgızistan ve Tacikistan), Dünya Ticaret Örgütü’neüyedir. Bölge ülkeleri küresel anlamda ticaretin serbestleşmesinekendi ekonomik, siyasi ve sosyal yapılarınedeniyle çekinceli iken, bölge ülkelerinin neredeysetamamı bölgesel ticaret anlaşmaları ile entegrasyon veişbirlikleri konusunda isteklidir.
