Norveç’te Kamu Harcamalarının Ekonomik Analizi: 2000-2013

Çalışmada; hareketli bir özel sektöre, güçlü bir kamu ekonomisine ve gelişmiş bir karma ekonomik sisteme sahip olan Norveç’teki kamu harcamalarının ekonomik analizinin yapılması amaçlanmaktadır. Analiz 2000-2013 yılları arasını kapsamaktadır. Çalışmada kamu harcamaları, genel hükümet, merkezi hükümet ve yerel yönetimler açısından fonksiyonel ve ekonomik sınıflandırmalar göz önünde bulundurularak değerlendirilmiştir. Norveç’te 2000-2013 yılları arasında kamu harcamalarının istikrarlı bir seyir izlediği, yerleşik bir mali yapının var olduğu, halka sunulan hizmetlerin kalitesinin artırılması için kamu yönetiminde reformlar yapıldığı ve küresel finans krizinden etkilenilmediği tespit edilmiştir. Güçlü sosyal devlet anlayışı kamu harcamalarında önemli bir paya sahiptir. 2000-2013 yılları arasında sosyal koruma, sağlık ve eğitim harcamaları toplam harcamaların ortalama %68’ini oluşturmaktadır. Ayrıca yerel yönetimlerin güçlü bir yapıya sahip olduğu ve söz konusu dönemde toplam harcamaların ortalama %30’unu gerçekleştirdikleri görülmektedir.

Economic Analysis of the Public Expenditures in Norway: 2000-2013

In this study, it is aimed to make an economic analysis of the public expenditures in Norway having a buoyant private sector, a robust public economy and a developed mixed economic system. The analyses encompasses the period of 2000-2013. In the study, public expenditures are examined considering the functional and economic classification of general government, central government and local administrations. It is determined that public expenditures in Norway follow a stabile course between 2000 and 2013, there is a settled fiscal structure, reforms are made in public administration for the quality of services released to the public to be increased, and the country is not affected from the global financial crisis. The perception of robust social state has a crucial share in public expenditures. In the period 2000-2013 expenditures for social protection, health and education constitute 68% of total expenditures on average. It is also seen that local administrations have a robust structure and in the aforementioned period they made 30% of the total expenditures on average.
