Bilgi toplumu maddi mal üretiminden çok bilgi üretiminin önemli olduğu; bu bilginin toplanması, işlenmesi ve dağıtılmasıyla ilgili faaliyetlerin arttığı bir toplum yapısıdır. Bilgi toplumu ile beraber bilginin sinerjik etkisi sayesinde toplumlar sürekli bir yenilenme, gelişme içerisine girmişlerdir. Bu yenilenme beraberinde ortaya bazı sorunlar çıkarmaktadır. Bu sorunlar; bilgi tekelciliği, toplumda bilgi elitlerinin oluşması, bilgi çağının kişisel hak ve özgürlükler üzerine etkileri, bilgi ve teknoloji hırsızlığı, bilginin hatalı ve kötü amaçlarla kullanılması, sağlık sorunları, çevre sorunları, monopolleşme eğilimleri ve az gelişmiş ülkelerle gelişmiş ülkelerin durumu şeklinde sıralanabilir. Bu problemlerin önceden bilinmesi çözümlerine yönelik araçların seçiminde yardımcı olacaktır.

An information society is a kind of society where information production is more important than material goods production and the activities of collecting, festering and distributing for this information are increasing. The synergistic growth of the information society is continuously and rapidly transforming the world in which we live. This transformation process presents its own problems. These problems can be identifıed as the information monopoly, the adverse influences of information community on personal rights and freedoms, the illegal expropriation of information and technologies, the use of information in illegitimate purposes, health problems, tendency towards increased monopolisation and widening gap between developed and developing countries. Recognising these problems in advance will help to fınd the ways of solving them.
