SOSYAL PERFORMANSIN ÖLÇÜMÜNDE YENİ YÖNTEM VE TÜRKİYENİN GÖRÜNÜMÜ

GSYİH’nin sosyal refahın göstergesi olarak kullanımı 1960’lardan itibaren yoğunlukla eleştirilen bir konu olmasına rağmen 2008 yılında özellikle gelişmiş ülkeleri kapsayan ekonomik kriz ile birlikte GSYİH’nin gelişmiş ülkeleri olduğundan daha iyi, gelişmekte olan ülkeleri ise olduğundan daha kötü durumda gösterdiği; gelişmiş ülkelerin zayıflıklarını perdelediği, gelişmekte olan ülkelerin ise kuvvetli özelliklerini yansıtmadığı ortaya çıkmıştır. GSYİH’nin temsiliyet sınırının netleşmesi ile birlikte toplumların başarısının, ekonomik büyümenin ötesinde sosyal gelişme düzeyleri ile belirlenmesi gerektiği görüşleri ağırlık kazanmıştır. Bu noktada sosyal göstergelerin sayısı ve ağırlığı arttırılarak geliştirilen sosyal gelişmenin tespiti yöntemleri arasında, Social Progress Imperative tarafından Harvard Üniversitesi ve MIT akademisyenlerinin uluslararası iş çevreleriyle gerçekleştirdikleri görüşmeler sonucu ortaya çıkarılan Sosyal Gelişme Endeksi dikkat çekmektedir.Sosyal Gelişme Endeksi’ni benzer çalışmalardan ayıran esas noktalar; sosyal gelişmeyi ekonomik başarıdan bağımsız şekilde değerlemek için ekonomik temeli olmayan çok sayıda ve geniş yelpazede göstergeler kullanılması ve toplumların sosyal gelişmenin farklı yönlerine ilişkin güçlü ve zayıf yanlarını tespit etmesine imkân sağlayacak şekilde üç katmanlı olarak tasarlanmasıdır. Bu çalışmada, Sosyal Gelişme Endeksi modeli ve ülkemizin endeks boyutları itibarıyla görünümü incelenecektir.

A NEW APPROACH FOR MEASURING SOCIAL PERFORMANCE: SOCIAL PROGRESS INDEX AND TURKEY’S OUTLOOK

Since 1960s, the use of GDP as an indicator of social welfare has been criticized intensively. With the 2008 economic crisis which impacts especially developed countries, it is proved that GDP demonstrates developed countries’ level higher and developing countries’ level lower than actual and it hides developed countries’ weaknesses and has limited ability to represent developing countries’ strengths. With clarifying the limits of GDP’s representation, beyond the economic growth, success of the community should be determined by the level of social development opinion has gained weight. At that point, Social Progress Index, one of the social development detection methods which increases social indicators’ numbers and weight and designed by Social Progress Imperative through discussion with academicians at Harvard University and MIT and international business communities, has attracted attention.Dissimilarity of Social Progress Index from similar studies are using lots of and a wide range of non-economic indicators to value social progress free of economic success and tree-tier design that provides societies an opportunity to detect weak and strong aspects of social progress. In this study, Social Progress Index model and Turkey’s profile as index dimension is analysed.
