YAPI MALZEMELERİNİN AVRUPA YANGINA TEPKİ SINIFLARI, KONUNUN TÜRKİYE - AVRUPA GENELİNDE İRDELENMESİ VE ULUSAL SINIFLARIN YENİ AVRUPA SINIFLARINA UYARLANMASI

Avrupa Birliği teknik mevzuatında yapı malzemeleri konusunda var olan gelişmeler ve bu gelişmelerin mimarlık disiplinine olan yansımaları, Avrupa Birliğine üye tüm ülkelerde olduğu gibi, bu süreci çok yakından takip eden ülkemizde de geniş yankılar uyandırmaktadır. Konunun güncelliği ve Avrupa Birliğine uyum süreci, ülkemizde yangın mevzuatının yeniden yapılandırılmasını zorunlu kılmaktadır. Bu makalede; Avrupa Birliğinin, üye ülkeler arasındaki farklı yaklaşımları ortadan kaldırmak amacıyla yayımladığı ve yapı malzemelerine genel bir yaklaşım getiren Yapı Malzemeleri Direktifi (89/106/EEC), yangından korunum çerçevesinde incelenmiştir. Sözü edilen direktif bağlamında, yapı malzemelerinin Avrupa yangına tepki sınıfları (Euroclasses) ve sınıflandırmaya temel olan test standartları ile sınıflandırma kriterlerinin analizi yapılmıştır. Ayrıca makalede, Avrupa Birliğine üye 26 ülke ve Avrupa Serbest Ticaret Birliğine (EFTA) üye 4 ülke araştırılarak, bu ülkelerin ulusal yangına tepki sınıflarının, yeni Avrupa sınıflarına göre düzenlemelerine yer verilmiştir. Yapılan bu araştırma sonunda, ülkemiz yangın mevzuatında yer alan ulusal yangına tepki sınıflarının, yeni Avrupa sınıflarına (Euroclasses) göre uyarlaması yapılmıştır.
