Öz Bu çalışmada Osmanlı Devleti'nin son döneminde sosyalist düşüncenin ortaya çıkış süreci ele alınarak ilk sosyalist örgütlenmeler ve ilk sosyalizm tartışmaları değerlendirilecektir.  Bu kapsamda hem dönemin devlet alimleri hem de aydınlarının sosyalizmle ilgili fikirleri, Osmanlı Devleti'ndeki sosyalist hareketlerin ortaya çıkış süreci ve gelişim evreleri incelenecektir. Ayrıca Osmanlı Devleti'nde ortaya çıkan ilk işçi hareketleri ve çalışma ilişkilerini düzenleyen hukuki metinler ele alınacak, bununla birlikte Avrupa ile yakın ilişkileri nedeniyle Osmanlı Devleti'nin sosyalist fikirlerle tanışmasına olanak sağlayan azınlıkların rolü tartışılacaktır.             Anahtar Kelimeler: Osmanlı Sosyalizmi, Sosyalizm Tartışmaları, Sosyalist Organizasyonlar.  ABSTRACT              In this study, the first socialist organizations and the first socialist discussions will be considered by dealing with the process of the emergence of socialist thought  in the last period of the Ottoman State. In this context, both the scholars of the state in the period and ideas of intellectuals about socialism, the process of socialist movements in the Ottoman State and their stages of development will be analyzed. The first labor movements emerged in Ottoman State and the legal texts regulating the labour relations will also be studied and thanks to the close relationship with Europe, the role of the minorities that enable Ottoman State to become familiar with the socialist ideas will be discussed.            Key Words: Ottoman Socialism, Socialism Discussions, Socialist Organizations.
