Eğitim Sistemimizin Kapanmayan Yarası-Yükseköğretime Geçiş

1970’li yılların başlarından itibaren her yıl artan bir oranda günümüze gelen yükseköğretime geçiş sorunu, hali hazırda da eğitimimizin öncelikli sorunları arasında yer almaktadır. Toplumun hemen her kesimini yakından ilgilendirdiği için yaklaşık 30 yıldır kamu oyunun gündeminden hiç düşmemiştir. Ülkemizde yükseköğretime geçişin sağlıklı, akılcı ve kalıcı bir çözüme kavuşturulmasının temel koşulu, eğitimi, sistem bütünlüğü içinde ele almak ve ortaöğretimi gerçek işlevine kavuşturmaktır. Ülkemizdeki ortaöğretim kurumlarında öğrenim gören toplam öğrencinin %65’inden fazlası genel liselere, yaklaşık %35’i ise mesleki-teknik liselere devam etmektedir. Bu son derece sağlıksız bir yapıdır. Bunun yanında üniversiteye geçişin ayrım yapılmaksızın tüm ortaöğretim mezunlarına açık olması, ortaöğretim kurumlarını üniversite önüne öğrenci yığan birer köprü konumuna sokmaktadır. Dolayısıyla da yükseköğretime geçiş içinden çıkılamaz hale gelmektedir. Türkiye’de genel liseler ile mesleki teknik liselerde eğitim-öğretim gören öğrencilerin oranı mevcut durumun tersi olmalıdır. Yani mesleki-teknik liselerin oranı %65, genel liselerin oranı ise %35 olmalıdır. Bunu sağlayabilmek için de mesleki-teknik ortaöğretim cazip hale getirilmelidir. Orta ve uzun vadede yükseköğretime geçişte, birkaç saatlik sınavlar değil, öğrencilerin okul başarıları yanında ilgi ve yetenekleri belirleyici olmalıdır. Bunun için de okullarımızda rehberlik hizmetleri tam olarak sağlanmalı, öğrencilerin performanslarına, ilgi ve yeteneklerine göre yönlendirilmesine temel eğitimde başlanmalıdır

Entering the higher education has been an increasing problem since the beginning of 1970s and it is still a problem that has a priority in our education system. Because it concerns almost the whole society, it has been made a current issue of the public opinion for nearly 30 years. The basic provision of solving the problem of entering the higher education in a sound, rationalistic and permanent way is to consider education within a systematic integrity and to bring the secondary education back to its actual function. Whilst general high schools constitute 65 % of secondary education institutions, vocational and technical high schools constitute 35 % of secondary education institutions in our country. Besides, the right of entering universities was given to all the graduates of secondary education and these secondary education institutions became such as bridges heaping students in front of the universities. Thus, the issue of entering higher education has been a problem that can’t be solved easily. The rate of general high schools and vocational and technical high schools in Turkey should be just opposite of the present situation. That is to say, vocational and technical high schools should constitute 65 % and general high schools should constitute 35 % of secondary education institutions. In order to ensure this, vocational and technical secondary education should be made attractive to everyone. In middle and long terms, apart from their academic success, the interests and abilities of the students should be a determiner instead of university entrance exams that last a few hours in entering higher education. For this reason, guidance services in schools should be given adequately and the orientation of the students according to their performances, interests and abilities should be started in primary education
