Modern dünya-sistem teorisinin kurucusu Immanuel Wallerstein, merkez ülkelerin çevre (periferi) ülkeleri sürekli ve çeşitli yollarla sömürdüğünü savunmaktadır. Sömürü sayesinde merkez, sermaye biriktirip güçlenirken çevre bir fakirlik halindedirler. Sömürüyü arttırmak için çevrenin merkeze bağlılığı ve sistemin genişlemesi gereklidir. Ancak bazı ülkelerde yaşanan değişimler veya tarihsel düşmanlıklar nedeniyle sermaye aktarımı kesintiye uğramaktadır. Bu, sistemin aleyhineyken merkez ülkenin de çıkarına zarar vermektedir. Zararın giderilmesi için çevrenin sisteme tekrardan bağlanması gerekmektedir. Amerika Birleşik Devletleri (ABD), Afganistan ve Irak işgali sonrası alternatif yollar benimsedi. Küba da bu alternatif yolların uygulandığı ülkelerdendir. Çalışmada, ABDnin Kübayla kurduğu ilişkinin amacının sermaye aktarımını başlatmak olduğu yönündeki tez analiz edilmektedir.

Immanuel Wallerstein, who is the founder of the modern world-system theory, justify that the central countries colonize/exploit the peripheral countries in several ways consistently. While the centre is saving fund and getting strong by means of colonization/exploitation, the periphery is in poverty. To increase colonization/exploitation, dependence of the periphery to the centre and expansion of system are necessary. But the fund transfer is being interrupted due to the changes and historical hostilities in some countries. This situation is against the system and damages the benefits of the central country. In order to recover loss, it is necessary to connect the periphery to the system again. The USA adopted alternate ways after the invasion of Afghanistan and Iraq. Cuba is one of the countries on which these alternate ways are applied. In this study, it is analyzed that the objective of the intercourse between USA and Cuba is to initiate the fund transfer.
