GÜVENLİK SEKTÖRÜ REFORMU: DEVLETİN MEŞRU GÜÇ KULLANMA TEKELİNİN TERKİ VE KÜRESEL GÜVENLİK YÖNETİŞİMİ İLE BÜTÜNLEŞME

Bu makale, 1990lı yılların sonlarından itibaren, az gelişmiş ve gelişmekte olan ülkeler ile geçiş ülkelerinde uygulamaya konulan güvenlik sektörü reformunu konu almaktadır. Güvenlik sektörü reformu, 1990lı yıllarda güvenlik yaklaşımındaki değişim ve küresel güvenlik yönetişimi için bu ülkelerin devlet aygıtlarının uyarlanmasını amaçlamaktadır. Devletin güvenlik işlevi yerine bir sektör koyan güvenlik sektörü reformu, devletin meşru güç kullanma tekelinin sivil toplum örgütleri ve piyasa ile paylaşımını talep etmektedir. Bütüncül bir yaklaşıma sahip olan güvenlik sektörü reformu, sadece güvenlik güçlerini değil devlet aygıtının diğer aktörleri ile devlet dışı aktörleri de kapsar. Demokratik yönetişim ilkeleri, güvenlik sektörü reformunun merkezinde yer almaktadır. Kalkınma ile güvenlik ve özgürlük arasında olumlu ilişki kuran güvenlik sektörü reformu, bir taraftan düzenleyicilik rolü için yeni siyasi araçlar yaratarak yürütme organını güçlendirirken diğer taraftan piyasanın faaliyet alanını genişletmektedir.

SECURITY SECTOR REFORM: THE ABANDONMENT OF STATE’S MONOPOLY ON LEGITIMATE USE OF FORCE AND INTEGRATION WITH GLOBAL SECURITY GOVERNANCE

This article deals with security sector reform applied in least developed, developing and transition countries since the late 1990s. Security sector reform aims to adjust the state apparatus of these countries for the change in security approach in 1990s and security sector governance. Security sector reform, which places a sector instead of states security function, demands that states monopoly on legitimate use of force be shared with civil society organizations and the market. Security sector reform, which has a holistic approach, covers not only states security forces but also other actors of the state and the non-state actors. At the center of the security sector reform, exists the principles of democratic governance. Security sector reform, which builds a positive relationship between deveopment, security and freedom, enhances executive branchs regulatory role by creating new political instruments while it widens the realm of market on the other side.
