Çok Kutupluluk Tartışmaları ve Karadeniz Havzası’nın Bölgesel Görünümü

Bugün ABD’yi tek süper güç olarak konumlandıran ve ona “sistemsel düzenleyici” rolünü atfeden söylem ve politikaların geçerliliği konusunda ciddi birtakım şüpheler bulunmaktadır. ABD’nin dünyanın çeşitli bölgelerinde giriştiği düzenleyici tedbirlerin başarısız olmasına paralel olarak, başta Çin ve Rusya olmak üzere çok sayıda ülkenin ciddi bir ekonomik/teknolojik gelişim göstermesi ve bu gelişimin onların diplomatik kapasitelerine de yansıması, ABD’nin sistemsel etkinliğini sınırlamıştır. Bu nedenle, artık tek kutuplu bir dünya düzeni ve ABD hegemonyasından değil, çok kutupluluğu içselleştirmiş bir dünya düzeninden bahsedilmektedir. Karadeniz Havzası da, bu tartışmaların odağında yer alan ve aynı zamanda bu tartışmalardan etkilenen büyük bir bölgedir. Enerji kaynakları açısından zengin, doğu-batı yönlü enerji projelerinin merkezinde yer alan, büyük çaplı bir ekonomik ve demografik potansiyele sahip ve çok parçalı bir coğrafi/siyasal yapıyı içselleştirmiş bir bölgenin bu tartışmalardan etkilenmemesi de mümkün değildir. Karadeniz Havzası’nın, çok kutupluluk anlayışının en önemli savunucularından Rusya’nın doğal etki alanı içerisinde yer alıyor oluşu, AB’nin genişleme politikalarındaki yeri ve Türkiye’nin bölgesel dengeleyicilik stratejisindeki rolü de ele alınırsa, uluslararası sistem bağlamında ne denli önemli olduğu anlaşılabilir. Bu çalışmada, Karadeniz Havzası’nın bölgesel görünümü mevcut çok kutupluluk tartışmaları çerçevesinde anlamlandırılmaya çalışılacak ve havzadaki sorunlar/fırsatlar bu bağlamda değerlendirilecektir.

Debates on Multipolarity and Regional Outlook of The Black Sea Basin

Certain serious doubts have emerged about the validity of discourse and policies, which see US as the unique super power that plays the role of a systemic organiser. Parallel with the ineffectualness of regulatory measures the US has been undertaken at several parts of the world, numerous numbers of countries, foremost China and Russia have developed in economical/technological areas. This development has reflected upon their diplomatic capabilities. This advance also limits the systemic efficiency of the US. Therefore, today we do not refer to a world order that based on unipolarity and structured over the American hegemony, but of a systemic outlook configured by multipolarity. Black Sea Basin also takes a pivotal part in these debates. A region, which is rich in terms of energy resources, located at the centre of energy projects, owns a great potential in economic and demographic terms and interiorises a multipartite geographic/political substructure, is impossible to avoid from the international systemic debates. The significance of the Black Sea Basin pursuant to the international system could be understood by looking the role of this region regarding the policies of Russia, EU and also Turkey, which aims to locate herself as a regional balancer. This present study will try to make sense of the regional outlook of Black Sea Basin within the scope of the debates on multipolarity.
