KPSS EĞİTİM BİLİMLERİ SORULARININ GENEL ÖĞRETMEN YETERLİKLERİNİN ÖĞRETİM TEKNOLOJİSİ ALANI İLE İLGİLİ ALT YETERLİK VE PERFORMANS GÖSTERGELERİ AÇISINDAN İNCELENMESİ

Bu çalışmanın amacı, Kamu Personeli Seçme Sınavı (KPSS) Eğitim Bilimleri sorularını, Milli Eğitim Bakanlığı tarafından 2006 yılında yayınlanan "Öğretmenlik Mesleği Genel Yeterlikleri"nin Öğretim Teknolojisi alanı ile ilgili alt yeterlik/performans göstergeleri açısından incelemektir. Bu kapsamda ilk olarak, 6 ana yeterlik alanında 31 alt yeterlik ve 233 performans göstergesinden oluşan Öğretmenlik Mesleği Genel Yeterlikleri'nin Öğretim Teknolojisi alanı ile ilgili alt yeterlikleri ve performans göstergeleri belirlenmiştir. Buna göre, 20 alt yeterlik altındaki 83 performans göstergesinin Öğretim Teknolojisi alanı ile ilgili olduğu değerlendirilmiştir. Daha sonra, 2007, 2008, 2009 ve 2010 yıllarında uygulanan KPSS Eğitim Bilimleri Testlerinde yer alan toplam 480 soru içerik çözümlemesi tekniği kullanılarak, belirlenen alt yeterlik/performans göstergeleri ile ilişkililiği açısından incelenmiştir. İçerik çözümlemesi sonuçlarına göre, her biri 120 sorudan oluşan KPSS Eğitim Bilimleri Testlerinden 2007 yılında uygulananda 25 (%20.8); 2008 yılında uygulananda 15 (%12.5); 2009 yılında uygulananda 17 (%14.2) ve 2010 yılında uygulananda 19 (%15.8) sorunun Öğretmenlik Mesleği Genel Yeterlikleri'nin Öğretim Teknolojisi ile ilgili alt yeterlik/performans göstergeleri ile ilişkili olduğu görülmüştür. Çalışma, KPSS Eğitim Bilimleri sorularının hazırlanmasında Öğretmenlik Mesleği Genel Yeterlikleri'nin ve öğretmen yetiştirme programlarındaki meslek bilgisi derslerinin yeterince dikkate alınmadığını ve yanı sıra bazı sorularda gözlemlenen niteliksel yetersizlikleri ortaya koymuştur.

KPSS Eğitim Bilimleri Sorularının Genel Öğretmen Yeterliklerinin Öğretim Teknolojisi Alanı ile igili Alt Yeterlik ve Performans Göstergeleri Açısından İncelenmesi

The purpose of this study, using content analysis technique, was to examine the match between the questions of Educational Sciences Tests of the Public Personnel Selection Examinations (PPSE) and Instructional Technology-related sub-competencies/performance indicators of the 'Generic Teacher Competencies'. The Ministry of National Education published the catalogue of Generic Teacher Competencies in 2006. These core competencies represent comprehensive statements of performance expectations including 31 sub-competencies and 233 performance indicators across six domains. Twenty sub-competencies and 83 performance indicators were evaluated as Instructional Technology-related. Then, the questions of Educational Sciences Tests which were administered in the years 2007, 2008, 2009 and 2010 were content analyzed. According to the results, 25 questions (%20.8) in 2007 test; 15 questions (%12.5) in 2008 test; 17 questions (%14.2) in 2009 test; and 19 questions (%15.8) in 2010 test were found as related to Instructional Technology-related sub-competencies/performance indicators of the Generic Teacher Competencies. It can be concluded that the analyzed Educational Sciences Tests of the PPSE do not include an adequate amount of questions which are related to Instructional Technology-related sub-competencies/performance indicators of the Generic Teacher Competencies. Besides, the qualitative insufficiency of some questions is also observed in the content analysis phase of the study. Implications are discussed.
