Osmanlı Devleti’ndeki İngiliz Ticaretinin Almanya Karşısında Gerilemesi Tartışmaları Bağlamında İstanbul’da İngiliz Erkek Lisesi’nin Kuruluşu

İngiliz imparatorluğu uluslararası piyasalara sonradan giren sanayi devletlerinin çetin rekabeti sonucu ekonomik ve ticari bakımdan dünya genelinde önemli bir mevki kaybetmiştir. Rakipleri arasında himayeci bir ekonomik politika benimseyen Almanya 19. yüzyılın sonundan itibaren uluslararası alanda daha keskin bir politika izlemeye başlamıştır. Böylece dünyadaki ekonomik kaynaklardan İngiltere gibi sömürgeci güçlerle eşit şekilde yararlanmayı hedeflemiştir. Ancak Almanya’nın bir taraftan ekonomik ve ticari olarak genişlemesi diğer taraftan takip ettiği agresif dış politika İngiltere’de ciddi bir tepki ve tedirginliğe neden olmuştur. Bir yandan bu duruma karşı çeşitli tedbirler düşünülürken diğer yandan İngiliz gerilemesinin sebepleri tartışılmıştır. Bu tartışmaya bir süre sonra İstanbul’daki İngiliz tüccarlar ve diplomatlar da Almanya’nın Osmanlı Devleti’nde artan siyasi ve özellikle ekonomik nüfuzu sebebiyle katılmışlardır. Söz konusu tartışmalar bağlamında İstanbul’da açılan İngiliz Erkek Lisesi, İngiltere’nin Osmanlı Devleti’ndeki ticarî geleceğinin devamı açısından önemli bir adım olarak düşünülmüştür. Bu çalışmada, dünya çapındaki İngiliz-Alman rekabetinin özelde Osmanlı İstanbul’unda bir ticaret okulunun kuruluş sürecindeki yansımaları ele alınacaktır.

The Foundatıon of English High School for Boys in Istanbul in the Context of the Debates Over the British Decline Against Germany in the Ottoman Trade

British empire lost a great deal of economic and commercial position across the globe due to fierce competition of the industrialized states which entered international markets towards the end of the 19th. century. Amongst its rivals, adopting an economic policy of protection Germany began to follow a severer policy in the international arena from the end of the 19th century. Thus, Germany targeted to equally utilize the global economic sources as the other colonial states like Britain. However, German expansion in economy and trade on the one hand and the aggressive foreign policy that it pursued on the other caused a serious reaction and discontent in Britain. While there were some counter measures to be taken in the face of this rivalry, there were also debates on the possible causes of British decline. British merchants and diplomats in Istanbul a while later joined in this debate since the rise of German political and economic influence over the Ottoman Empire. English High School for Boys founded in Istanbul in this context was considered as an essential step in terms of continuing British commercial interests in the Ottoman Empire in the future. This article deals with the reflections of British-German rivalry across the globe on the foundation of a commercial school in Ottoman Istanbul.
