E-DEVLET'E ETKİ EDEN FAKTÖRLER

Öz Özet: Devletler vatandaslarına verdikleri hizmetleri gelistirmek için sürekli çabagöstermekte, politikalarını anlatabilmek ve etkili olabilmek için Internet yoluylaonlara ulasmaya çalısmaktadır. Kamuya ait bilgi ve hizmetlerin vatandaslaraInternet kanalıyla ulastırılması e-devlet olarak değerlendirilir. E-devlet, bilgiteknolojilerini kullanarak vatandaslar, is dünyası ve kurumlara hizmetvermektedir. E-devlete etki eden çesitli faktörler vardır. Genellikle arastırmacılarçesitli ülkeler tarafından uygulamaya konulan e-devlet çalısmalarını incelemis veteknolojik faktörlere önemle vurgu yapmıs diğer faktörleri göz ardı etmislerdir.Aslında e-devletin basarısına etki eden teknolojik faktör dısında, gelismislik,yönetim, beseri altyapı gibi faktörler de bulunmaktadır. Bu çalısmada e-devleteetki eden faktörlere değinilmis ve açıklamalarda bulunulmustur.Anahtar Kelimeler: e-devlet, e-devlet faktörleri, teknolojik altyapı, Abstract: Governments around the world are working continuously in order toimprove services for their citizens. They want to connect with their citizensthrough online media in order to implement their policies more effectively andincrease their influence on citizens more directly. The delivery of public sectorinformation and services to citizens through the Internet is considered to be egovernment.E-government is the use of information technology to enable andimprove the efficiency with which government services are provided to citizens,employees, businesses and agencies. There are various factors affecting the egovernment.Generally, researchers have indicated a number of e-governmentinitiatives implemented by various countries; they have emphasized theimportance of certain factors such as technological factors, ignoring otherimportant factors. Actually, the success of e-government also depends on the nontechnicalenvironment such as development factor, project management andhuman infrastructure. This paper identifies the significant factors for egovernmentservices and implementations.Key Words: e-government, e-government factors, technological infrastructure
