TÜRKİYE’DEKİ İKLİM DEĞİŞİKLİĞİ PLAN VE POLİTİKALARINDA TURİZM SEKTÖRÜNÜN YERİ

Bu çalışmanın amacı, Türkiye’de uygulamaya konulan iklim değişikliği plan ve politikalarında turizm sektörünün yerini ortaya koymaktadır. Bu amaç doğrultusunda, Türkiye’deki iklim değişikliğine yönelik yayınlanan ve 2010-2023 yıllarını kapsayan, 7 tane plan ve politika 2016 yılında incelenmiştir. İncelenen plan ve politikalar içerisinde; 10. Kalkınma Planı İhtisas Raporu, Çevre ve Orman Bakanlığı İklim Değişikliği ve Yapılan Çalışmalar, Çevre ve Şehircilik Bakanlığı tarafından yayınlanan UNDP-TR-İklim Değişikliği Risk Yönetimi Raporu, 2023 Turizm Stratejisi Eylem Planı, DSİ tarafından yayınlanan Türkiye’nin İklim Değişikliği Stratejisi ve Uyum Planı, Türkiye İklim Değişikliği Stratejisi 2010-2023 ve Türkiye Cumhuriyeti İklim Değişikliği Eylem Planı 2011-2020 yer almaktadır. Raporların incelenmesi neticesinde, iklim değişikliklerine ilişkin plan ve politika faaliyetlerinin 2011 yılı itibariyle bir duraksama dönemine girdiği söylenebilir. Ayrıca iklim değişikliği kapsamında ele alınan planlarda, iklim değişikliğinin ağırlıklı olarak kış turizmi ve deniz-kum-güneş turizmi üzerine etkileri incelenmiştir.

The Effects of Climate Change on Turkish Tourism Plans and Policies

The aim of this study is to reveal place of the tourism sector in the climate change plans and policies implemented in Turkey. In accordance with this purpose, seven plan and policies are examined including 2010-2023 year period in 2016 which are published on climate change in Turkey. There are 10th Development Plan Specialization Report, Ministry of Environment and Forestry Climate Change and Studies, UNDP-TR-Climate Change Risk Management Report which are published by Ministry of Environment and Urbanization, 2023 Tourism Strategy Action Plan, Turkey's Climate Change Strategy and Adaptation Plan which are published by DSI, Turkey Climate Change Strategy 2010-2023 and Republic of Turkey Climate Change Action Plan 2011-2020 within the plans and policies which are examined. As a result of the review of the reports, it can be said that the plans and policy activities related to climate change entered into a period of stagnation in 2011. In addition, plans addressed in the context of climate change, the effects of climate change are investigated on winter tourism and sea sand sun tourism
