ELEKTRONİK ÖDEME SİSTEMLERİNİN OLASI ETKİLERİ ÜZERİNE BİR İNCELEME

Bu çalışmanın amacı, yeni teknolojilerin ortaya çıkmasıyla birlikte geleneksel ödeme sistemlerinden ayrılan elektronik ödeme sistemlerinin incelenmesidir. Bu kapsamda, e-ticaret kavramı ve e-ticarete aracı olan elektronik ödeme sistemlerinin tarihsel gelişimi, türleri, hukuksal altyapısı ile Dünya ve Türkiye uygulamaları açıklanmıştır. Ayrıca, elektronik ödeme sistemlerinin en yeni çeşitleri olan, e-para, e-cüzdan ve Bitcoin üzerinde özellikle durulmuş, avantajları, dezavantajları ve uygulama farklılıkları vurgulanmıştır. Bu bağlamda, bu çalışmada teknolojiyle birlikte hayatımıza giren bu yeni finansal araçların, para politikasına, pazarlama yönetimine, nakit yönetimi ve risk yönetimi başlıklarında incelenen finansal yönetime etkileri belirtilmiştir.Sonuç olarak, elektronikleşmenin önüne geçilemez olduğu kabul edilip elektronik ödeme sistemlerinin fırsat olarak görülmesi ve bu fırsatın iyi değerlendirilmesi gerekmektedir. Tüketicilerin bu yeni sistemleri kabulüne yönelik düzenlemeler yapılmalı, sistemler tanıtılmalı ve teşvik edilmelidir.

A REVIEW ON POSSIBLE EFFECTS OF ELECTRONIC PAYMENT SYSTEMS

The purpose of this study is to review electronic payments which are differentiated from traditional payment systems with the emergence of the newest technologies. Within this framework, the concept of e-commerce and historical development of electronic payment systems which are tools of e-commerce, types of epayment systems, their legal infrastructure and applications in the world and Turkey have been explained. Furthermore, e-money, e-wallet, Bitcoin which are the newest forms of electronic payments systems have been especially emphasized, their advantages, disadvantages, differences in practices have been underlined. In this regard, the effects of these new financial tools coming into our lives with technology on money policies, marketing management and financial management which is examined in topics of cash management and risk management have been pointed out in this study. In conclusion, it should be accepted that electronization cannot be ungovernable. Electronic payment systems must be seen as an opportunity and it should be made good use of this opportunity. Regulations have to be made toward consumer acceptance of these new systems and these systems have to be advertised and promoted.
