TÜRKİYE'DE CARİ AÇIĞIN BELİRLEYİCİLERİ VE BELİRLEDİKLERİ

Türkiye'nin ekonomik problemlerinin en önemlilerinden birisi cari açıktır. Bu noktadan hareketle bu çalışmada Türkiye'de yaşanan cari açık sorununun temel belirleyici etmenleri ve cari açığın etkilediği faktörler ortaya çıkarılmaya çalışılmıştır. Çalışmada Toda-Yamamoto prosedürü çerçevesinde VAR Granger nedensellik testi yapılmış ve ayrıca bir VAR modeli oluşturularak etki-tepki fonksiyonu ve varyans ayrıştırması analizleri gerçekleştirilmiştir. Çalışma 1988Q1-2013Q2 dönemini kapsamaktadır. Elde edilen bulgular ise Türkiye'deki cari denge anlayışıyla kısmen uyumsuzdur. Buna göre: 1- (Enerji ithalatı hariç ve dâhil) cari açıktan GSYH büyüme oranına doğru Granger nedensellik ilişkisi vardır ve söz konusu ilişki ilk bir yılda pozitifken daha sonraki 1.5 yılda negatif yönlü bir seyir izlemektedir. 2- Türkiye'nin GSYH büyüme oranının dalgalı bir seyir izlemesinin başlıca sorumlusu cari dengedir. 3- GSYH büyüme oranından (enerji ithalatı hariç ve dâhil) cari dengeye doğru Granger nedensellik ilişkisi yoktur. 4- Türkiye'nin enerji ithalatı hariç cari denge pozisyonu 2000'li yıllarda bir dönüşüme uğramamıştır. 5- Aşırı değerli TL'nin cari denge üzerinde belirli düzeyde negatif yönlü bir etkisi bulunmaktadır. 6- Karşılaştırma yapabilmek amacıyla enerji ithalatı dâhil cari dengenin GSYH'a oranı, GSYH büyüme oranı, REDK ve enerji ithalatının GSYH'a oranı değişkenlerinden oluşan modeller aynı periyot için oluşturulmuştur ve Granger nedensellik testinden tamamiyle aynı sonuçlar elde edilirken, etki-tepki analizi ve varyans ayrıştırması analizlerinde de benzer sonuçlara ulaşılmıştır.

DETERMINANTS AND EFFECTS OF CURRENT ACCOUNT DEFICIT IN TURKEY

Current account deficit is one of the most significant economic problems in Turkey. In this study, I tried to disclose basic determinants of current account deficit problem being experienced in Turkey and factors affected by current account. In the study, I applied VAR Granger causality test within the framework of Toda-Yamamoto procedure and in addition to this I also constructed a VAR model and applied impulse-response function and variance decomposition analyses. The period of the study is 1988Q1-2013Q2. The findings are somewhat against conventional wisdom about current account in Turkey and go as follows: 1- There is a Granger causality from current account deficit (no matter whether energy import has been excluded or included) to GDP growth rate and the relationship is positive for the first one year and then it turns negative for the next 1.5 year. 2- The prime responsible of the high volatility of the GDP growth rate in Turkey is current account balance. 3- There is no Granger causality running from GDP growth rate to current account deficit (again, no matter whether energy import has been excluded or included). 4- There is no transformation in current account position of Turkey in 2000s once energy import has been excluded. 5- Overvalued TL has a negative effect on current account at a certain level. 6- In an effort to compare current account position with and without energy import, I also constructed models in which the variables are current account including energy import to GDP ratio, GDP growth rate, REER and energy import to GDP ratio. I reached totally same results in Granger causality test and similar results in impulse-response function and variance decomposition analyses.
