TÜRKİYE’NİN KENTLEŞME SÜRECİNDE KONUT POLİTİKALARININ EVRİMİ

Bu çalışma, Türkiyenin kentleşme serüvenini konut politikalarıyla ilişkilendirmek amacındadır. Çalışmada kentleşme, kabaca ifade etmek gerekirse, öncelikle bir bölgede nüfusun yoğunlaşması, heterojenleşmesi daha sonra da kentsel mekanın değişiklik dinamiklerin etkisiyle yeniden organize edilmesi ve ona yeni işlevler yüklenmesi olarak ele alınmıştır. Konut politikaları ise yeni veya halihazırda varolan nüfusun kentsel alandaki yerleşimlerini ifade etmektedir. Öyle ki bu yerleşimler, politik iktidarın almış olduğu kararların sonucu olabildiği gibi bu kararlar alınmadan önce, başka sosyal dinamiklerin ve süreçlerin etkisiyle meydana çıkmış değişkenler de olabilirler. Bu ikinci duruma en iyi örnek Türkiyenin tüm kentleşme sürecinin başat faktörü olmayı başarmış gecekondulaşma hareketidir. Bu çalışma, Türkiyenin kentleşme sürecini, konut politikaları ve konutlaşma süreciyle de ilişkili olarak dört evre halinde incelemektedir. 1923-1950: yeni Cumhuriyetin kent ve kentliyi biçimlendirmesi; 1950-1980: Gecekondulaşmanın kentleşmenin temel dinamiği olması; 1980-2000: bir yandan orta sınıfın konut ihtiyacını karşılayan kooperatiflerin öte yandan da neo-liberalizmin mekânsal etkilerini test etmeye olanak tanıyan kapalı/kapılı konut sitelerinin birlikte varolmaya başladığı kooperatifleşme ve büyük sermayenin oyuna girişi. Son dönem (2000 sonrası) ise özellikle 1990lı yıllarda İstanbulda gözlenmeye başlayan ayrıştırıcı üst sınıf sitelerinin ülkenin diğer büyük kentlerine de yayılmasını açıklamaya çalışan kentin sermayeleşmesi ve mekansal yarılmanın yaygınlaşması. Son dönemin önemli özelliklerinden biri de orta sınıfa konut üretmekle yükümlü bir devlet kuruluşu olan TOKİnin işlevlerini değiştirerek/çeşitlendirerek kentsel mekanın rantını dağıtan bir kuruluşa dönüşmesi ve dönemin konut üretimi kapsamını aşacak şekilde genel olarak kentlerin yapılandırılması konusunda tek aktör haline gelmesidir.

EVOLUTION OF HOUSİNG POLICIES IN THE PROCESS OF URBANIZATION IN TURKEY

This study aims to associate the urbanization process with the housing policies of Turkey. In that study, the urbanization is examined primarly as the concentration and diversification of the population in any given area. After that it is approached as the re-organiziation of the urban space under the effects of different dynamics and new functions. Housing policies are the settlements of the new or already existing population in the urban areas. On one hand, these settlements may be as the result of the decisions that was taken by the political power. On the other hand, before the decisions are taken, they may be the variables that have emerged with effects of the social dynamics and processes. The best example of this situation is the gecekondu (squatter) movement which achieved to become a dominant factor in the all of the urbanization process in Turkey. This study examines the urbanization process in Turkey in its relation to the housing policy and housing process as four periods: 1923-50: the process of shaping the city and the citizens by new Republic.; 1950-80: gecekondu becomes the dominant dynamic of the urbanization; 1980-2000: spread of the housing cooperativesand the big capital shows up in the play; After 2000: Capitalization of the city and the spread of the spatial separation. TOKI has been the main actor in the last period. At the begining, TOKIs main objective was to provide the housing for the lower and middle classes but today its functions have changed. This organization has started to become the distributor of urban land rent and it is the only authority on the structure of the cities.
