TEMEL MAKRO EKONOMİK GELİŞMELERİN TÜRKİYE’DE SOSYAL SERMAYEYE ETKİSİ

Sosyal sermaye olarak kabul edilen, kişiler ve kurumlar arasındaki güven, hoşgörü, dayanışma gibi değer ve bağları anlatan yapı ülkelerin ekonomik üretim ve verimliliklerine de yansımaktadır. Gelişmiş ülkelerde güçlü olan sosyal sermaye, ekonomik büyümeyi beraberinde getirirken, ekonomik büyümeden de olumlu etkilenmektedir. Güçlü sosyal sermayenin, beşeri, fiziki, çevresel ve finansal sermayenin de güçlenmesi için sağladığı katkılar gelişmekte olan ülkelerin de kalkınma politikalarını bu temele dayandırma gereğini ortaya koymaktadır. Bu çalışmada küreselleşmenin hız kazandığı 2000li yıllarda Türkiyenin istihdam, enflasyon, gelir dağılımı gibi temel ekonomik gelişmelerinin sosyal sermayeyi ne şekilde etkilediği ve sosyal sermayeden ne şekilde etkilendiği ortaya konmaya çalışılmaktadır. Makro ekonomik gelişmelerin başarısı, toplumsal olarak olumlu algılar yaratmaktadır. Diğer taraftan, büyüme gibi gelişmelerle ortaya çıkan iyileşmenin bireyler arasında adil paylaşılmaması, işsizlik, yüksek enflasyon ve borçlanma düzeyi gibi ekonominin kırılganlığını arttıran yapısal sorunlar ise sosyal güven, dayanışma ve işbirliği duygularını dolayısıyla sosyal sermayeyi zayıflatmaktadır. Ekonomik ve sosyal gelişmelerin bu karşılıklı etkileşimi, güçlü sosyal sermaye yapısını, başarılı ve sürdürülebilir büyüme ve kalkınma için temel koşullardan biri olarak ön plana çıkarmaktadır.

THE EFFECT OF BASIC MACRO ECONOMICAL DEVELOPMENTS TO SOCIAL CAPITAL IN TURKEY

The structure explains values and bonds such as recognized social capital trust among individuals and organisations, tolerance and solidarity rebound on countries economical production and productivity as well. While the powerful social capital in the developed countries accompanies economic growth, it is also affected by the economic growth favourably. The contributions which powerful capital provides in order to strengthen individual, physical, environmental and financial capital requires to put forward the development policy of the developing countries on this basis. In this study, it is aimed to present how the basic economic developments of Turkey such as employment, inflation and income distribution influenced the social capital and how they were influenced by the social capital throughout the 2000s that globalization accelerated. The success of macro-economic improvements creates positive perceptions socially. On the other hand, the unfair distribution of the upturn that urges with improvements as grooving causes structural problems that increase the fragility of economy such as unemployment, high inflation and high loan level. As for the structural problems, they weaken the social trust, solidarity and the sense of collaboration as well as the social capital. The interactions of economic and social improvements feature the powerful social capital structure as one of the basic conditions for the successful and sustainable growing and recovery.
