SINIF ÖĞRETMENLİĞİNDEN BRANŞ ÖĞRETMENLİĞİNE GEÇİŞ SÜRECİNİN GETİRDİĞİ SORUNLAR: SAKARYA ÖRNEĞİ

Milli Eğitim Bakanlığı norm fazlası sınıf öğretmenlerini eritmek adına yaptığı alan değişikliği ile binlerce sınıf öğretmeni (yaklaşık 42.000) alan değiştirmiş oldu. Bu durum branş öğretmenlerinin tepkisine yol açarken, sınıf öğretmenlerinin branş öğretmenliği konusunda yeterlilikleri de tartışma konusu olmaya başladı. Bu süreçten en fazla etkilenen grup ise yıllardır atama bekleyen branş öğretmenleri oldu. Sınıf öğretmenlerinin branş öğretmenliklerine atanmasıyla beraber branş öğretmeni açığının kapanacağı, bu nedenle de kendilerinin mağdur olduklarını dile getirdiler. Bu araştırmanın amacı, 2012-2013 eğitim-öğretim yılında sınıf öğretmenlerinin branş öğretmenliğine geçmelerinden dolayı ortaya çıkan problemleri ortaya koymaktır. Sakarya ili merkez ilçe ve diğer ilçelerindeki devlet okullarında görev yapan sınıf öğretmenliğinden branş öğretmenliğine geçen öğretmenler araştırmanın örneklemini oluşturmaktadır. Araştırmada veriler yarı yapılandırılmış görüşme formu ile elde edilmiştir. Araştırmanın sonucunda, görüşme yapılan öğretmenlerin en çok eş durumu/tayinden dolayı branş değişikliği yaptıkları, geçilen branşla ilgili eğitim aldıkları ancak alınan eğitimin hizmet içi eğitim kapsamında ve uzaktan eğitim şeklinde olduğu ve eğitimin yeterli olmadığı, kişisel ve mesleki açıdan kendilerini yeterli görmedikleri, öğrencilerin olumsuz tutum ve davranışlarından, veli-öğretmen ilişkisinden, öğretim programının uygulanmasından ve meslektaşlarının branş değişikliğine karşı olumsuz bakış açılarından kaynaklanan sorunlar yaşadıkları belirlenmiştir.

TROUBLES RESULTING FROM THE PROCESS OF TRANSITION FROM CLASSROOM TEACHING TO BRANCH TEACHING: SAKARYA SAMPLE

Thousands of class masters (approximately 42.000) had to change their branches because of the arrangement of the Ministry of Education that aimed to make a regulation in the excessive number of class masters. This issue led the negative reaction from branch teachers as well as the competence of class masters in terms of branch teaching has been a matter of debate. The most effected group from this process was the branch teachers who have waited for an assignment for years. Branch teachers thought that the assignment of class masters to the branch teaching would meet the deficit of branch teaching, and this made them be aggrieved. The purpose of the current study is to present the troubles that were derived from the transition of class masters to branch teaching in 2012- 2013 academic year. The sample of the current study composed of state school teachers who passed from classroom teaching to branch teaching in Sakarya province central district and other districts. The data was acquired via semi- structured interview in the present study. The findings show that, most of the teachers who passed from classroom teaching to branch teaching reported that they did this field change because of the spouse- related and assignation related issues. Moreover, they indicated that they got training about their new branch nevertheless the on- the- job training or distance learning was not sufficient for them. Similarly, they said that they do not consider themselves competent both individually and avocationally in the new field. Finally, they reported that they had some problems related to students negative attitudes and behaviors, the relationship between parents and teachers, the application of the curriculum, and the negative reactions of their colleagues to their branch changes.
