The most vulnerable moment of power starts with being used of force. Power that began to experience weakness in the ruling participates in an ontological argument. The legitimacy of power decides the direction and content of the debates. What can people do when the legitimacy of the power through the acts or decision is questioned or there is serious conviction about the legitimacy of power? In a democratic system people can use political processes that include democratic and non violence methods to deter the power from implementations what do not match public conscious. The power could be changed by elections or the power decision or acts could be changed by public pressure generated by non-governmental organizations and pressure groups. One of the peaceful methods is civil disobedience. A person can reject the state practice that do not fit his/her morality and conscience. Civil disobedience aims to persuade to the power of decision and applications in a peaceful manner. The main theory of civil disobedience was founded by Henry Thoreau in 19th century in the United States is to deter the power from its implementations via peaceful methods.
