ÖZEL SEKTÖR KISA VADELİ BORÇLANMASININ REEL SEKTÖRE ETKİSİ: HOLLANDA HASTALIĞI ÖRNEĞİ

2007 yılı Ağustos ayında ABD’de mortgage krizi olarak başlayan, 2008 yılında likidite ve finansal krize 2009 yılında da reel sektör krizine dönüşen küresel ekonomik krizin temel kaynağı finans sisteminin aşırı büyümesi olmuştur. Söz konusu dönemde Türkiye'nin brüt dış borç stokunun GSYH’ye oranı, 2010 yılında %66 olmuştur. 2015 yılı ilk çeyreğinde ise bu oran 70,6'ya ulaşmıştır. Özel sektörün yurt dışından kullandığı kredilerdeki yüksek oranlı artışlar 2014 yılı başına kadar ülkeye yoğun döviz girişine sebep olmuştur. Döviz bolluğunun Türk parasının değerini arttırması nedeniyle ithal mallara olan talep artarken ihracatın nispeten düşük seyretmesi nedeniyle cari açığın artmaya devam etmesi, sonuçları itibariyle bakıldığında, Hollanda hastalığı ile paralellik göstermektedir. Özel sektör dış borçlanmasında görülen hızlı artışın yol açtığı döviz girişlerinin reel sektöre etkilerinin analiz edildiği çalışmamızda özel sektör kısa vadeli borçlanması, ithalat, sanayi üretim endeksi ve ihracat değişkenlerinin 2010-2015 yılları arasındaki aylık verileri ele alınarak VAR modeli kurulmuştur. Elde edilen sonuçlar Türkiye’nin ithalata bağımlı sanayi üretimi ve ihracat yapısı dikkate alınarak incelendiğinde özel sektör borçlanmasındaki hızlı artış nedeniyle ithalatta yaşanan artışa karşın, cari açığın yükselmeye devam ettiği görülmüştür.

EFFECTS OF THE SHORT-TERM BORROWING BY THE PRIVATE SECTOR ON THE REAL SECTOR: EXAMPLE OF HOLLAND SYNDROME

Main source of the global crisis that arose in August 2007 in the USA as mortgage crisis and turned into liquidity and financial crisis in 2008, followed by the real economy crisis in 2009, was the overgrowth of the financial system. During this period, the ratio of Turkey’s gross outstanding external debt to GDP was realised as 66% in 2010 and reached 70.6% in first quarter of 2015. High increases in foreign credits borrowed by the private sector caused profound inflow of foreign currency until the beginning of 2014. While demand for imports increased due to appreciation of the Turkish currency appreciated as a result of the abundance of foreign currency, the current deficit continued to increase because of the relatively low level of exports, thus showing parallelism with the Holland Syndrome. In this study, which analyzes the effects of the inflow of foreign currency caused by the sudden increase in the foreign borrowing by the private sector on the real sector, the present study, VAR model is set up by dealing with the monthly data of the variables of the short-term borrowing by the private sector, import, industrial production index and export in the period of 2010-2015. When the results are examined by taking into account the import-dependent industrial production and export structure of Turkey, it is found out that the current deficit continues due to the quick increase in the borrowing by the private sector despite of the increased import.
